As part of its Law Success Program, the Syracuse University College of Law will host
Joseph M. Di Scipio L'95, past chair of the Federal Communications Bar Association, Oct.
23 at 11:45 a.m. in Hendricks Chapel. His lecture, "The FCC: Indecency and Government
Extortion," will address the classroom elements that affect communication law and
policy. Public parking for this event is in Irving Garage.
Di Scipio is a member of Fletcher, Heald & Hildreth, PLC in Washington, D.C. He
specializes in mass media, wireless, wireline and digital/internet regulation. Di Scipio's
mass media practice focuses on providing advice and counsel on Federal
Communications Commission (FCC) compliance in complex transactional matters and
credit facility placements, as well as all facets of practicing before the FCC. Prior to
joining Fletcher, Heald & Hildreth, Di Scipio was a partner at Cohn and Marks LLP in
Washington, D.C. Prior to that, he worked at the FCC as an agent in the field-where he
was awarded the Catherine Forster Public Service Award for outstanding public service-
and, after attending law school, as an attorney in the Compliance and Information
Bureau and the Common Carrier Bureau.
He is past chair of the Federal Communications Bar Association Foundation, having
previously served as treasurer. Prior to chairing the foundation, he served a three-year
term on the executive committee of the FCBA. In 2008, he was awarded the FCBA
Distinguished Service Award.
Di Scipio earned a juris doctor degree, magna cum laude, from SU College of Law; a
master of public administration degree from the Maxwell School of Citizenship and
Public Affairs at Syracuse University; and a bachelor's degree, magna cum laude, from
the University of Denver. Di Scipio is immediate past president of the Syracuse University
Law Alumni Association, having previously served as second vice president of its
executive committee. He is the recipient of the Syracuse University College of Law 2005
Distinguished Young Alumnus Award. He is a member of the Commonwealth of
Virginia, New York State and District of Columbia bars.
