On March 31-April 1, Syracuse University's Maxwell School of Citizenship and Public Affairs, the Syracuse University College of Law and the Institute for National Security and Counterterrorism will present the 2005 Bantle/INSCT Symposium, "The War on Terrorism-Round II," with keynote speakers Tom Brokaw, television journalist for NBC News; and Rep. Ellen Tauscher (D-CA) of the House Armed Services and Transportation Committee.
The Tauscher lecture on March 31 is open to the public. It will be held in Maxwell Auditorium at 5:30 p.m. The symposium and Brokaw luncheon are by invitation only, but the entire event will be Webcast live and simultaneously fed into the Commons at the Maxwell School. The Bantle/INSCT Symposium will feature three panels of distinguished speakers addressing the issues of counterterrorism policy, terror networks, national security and the media, the legality of terror and other issues of national security. It will be hosted by Montgomery Meigs, the Louis A. Bantle Chair in Business and Government Policy. INSCT, one of the event's co-sponsors, is the Syracuse University Institute for National Security and Counterterrorism, a cooperative venture of the College of Law and Maxwell.
Panel I on March 31, "Executive Branch Challenges in Forming Counterterrorism Policy," will run from 1:30-4 p.m. in Room 220 of Eggers Hall, and will include former UN Chief Weapons Inspector David Kay; General (ret.) Wayne Downing, former commander of the U.S. Special Operations Command and a member of the Bremer Commission; and panel moderator Mitchel B. Wallerstein, dean of the Maxwell School. Keynote speaker Rep. Tauscher, national vice chair of the Democratic Leadership Council, will deliver her address beginning at 5:30 p.m. in Maxwell Auditorium.
Panel II on Wednesday, April 1, "Alternative Views of the Terrorist Threat," will run from 9-11:30 a.m. in Room 220 of Eggers Hall, and will feature Professor Boaz Ganor, deputy dean of the Lauder School of Government and Diplomacy and founder and executive director of the International Policy Institute for Counterterrorism, Herzliya, Israel; Dr. Marc Sageman, forensic and clinical psychiatrist, formerly with the CIA and author of "Understanding Terror Networks" (University of Pennsylvania Press, 2004); and panel moderator Renee de Nevers, assistant professor of public administration in the Maxwell School.
At the keynote luncheon, from 12:15-1:45 p.m. in the Kilian Room, Room 500 of the Hall of Languages, Brokaw will discuss "National Security and the Media."
In the afternoon, panel III, "Legal Considerations of the War on Terror," from 2-4:30 p.m. in Room 220 of Eggers Hall, will feature Philip Heymann, the James Barr Ames Professor of Law at Harvard Law School and former deputy attorney general of the United States; Oren Gross, director of the Center for Legal Studies at the University of Minnesota Law School; and moderator Hannah R. Arterian, dean and professor of law in the Syracuse University College of Law.
