Banks, College of Law Board of Advisors Distinguished Professor and Director of Syracuse University's Institute for National Security and Counterterrorism, is an internationally recognized expert in domestic and international terrorism, emergency powers, emergency preparedness and response, war powers, civil/military relations, and appropriations powers.
